Primary schools in England should be required to identify children at risk of becoming NEET (not in employment, education or training) after age 16, according to a government review led by Alan Milburn. The review will call for teachers to spot warning signs from preschool onwards and then intervene to help those children onto a different path. Milburn also emphasises the need for ministers to make someone responsible for identifying and supporting these at-risk young people.
